Introduction
Since each incident is unique, this document is intended to be used as a guideline and not as an absolute step-by-step instruction for every emergency. When an emergency occurs it may be appropriate to alter the order in which these steps are performed, skip steps depending on circumstances, or call 911.
All employees are responsible for becoming familiar with the contents of the Emergency Guide. Taking the correct actions during an emergency is vital to a safe and speedy resolution. Every employee should keep the Emergency Guide at his or her workstation, or at a location that can be quickly accessed for reference.
How to Use a Park Radio
During a stressful situation it is important to relay important information to others in a calm, clear, and concise manner.
- Hold the radio 4 inches from your mouth.
- Push the talk button and wait 2 seconds before speaking. Taking a breath after pushing is good practice.
- Say: "(Calling Unit Number, then Your Radio Number)"
- Release button — wait for the person to reply. Ensure volume is audible.
- When communication is established: identify yourself, give your location, briefly describe the emergency.
- If no response, consider calling traffic out "in the blind" for critical emergencies.
- Continue monitoring the radio. Keep the channel open for emergency responders.
- Static — try moving to a different location and/or check the antenna.
- No signal — check volume, channel, and signal strength.
- Keep in mind there are dead-spots throughout the park.
- If you can't reach a party, check if other units can hear you and have them relay.
Suspicious Vehicle
- Notify BOST TOC at 617-242-5678. Explain what is suspicious.
- If safe to do so, observe from a distance until authorities arrive.
- Location and/or direction of travel if moving
- License plate — state and number (most important)
- Color, year, make, and model
- Body type (2-door, 4-door, van, SUV, truck)
- Condition — damage or anything unusual (logos, markings, etc.)
- Passengers (number and description)
- Anything else that "stuck out" to you
Telephone Bomb Threat
- Listen carefully. Keep the caller on the phone as long as possible.
- Record Caller ID and telephone number if available.
- Record all information carefully. Save ALL notes.
- Do not interrupt — be courteous and calm.
- Ask: WHERE the bomb is located. WHAT does it look like?
- Ask: WHEN the bomb will detonate.
- Ask: WHY the bomb was placed.
- Last — ask "What is your name?"
- Immediately notify BOST TOC at 617-242-5678. Have someone else call if you must stay on the line.
- Evacuate the building calmly. Do not cause panic.
- Do not tell visitors of the threat — advise it is a routine fire drill.
Building Evacuation
- Stop work immediately. Act quickly, but calmly.
- Notify BOST TOC at 617-242-5678.
- Do not retrieve belongings — proceed to the nearest emergency exit.
- Follow the designated evacuation route for your location.
- Close all corridor doors, but do not lock.
- If a Law Enforcement incident, keep hands visible and follow LE instructions.
- Do not re-enter once you have exited.
- Assemble at least 300 feet from the building (see SOP #016).
- Account for all coworkers and visitors. Report anyone unaccounted for.
- Notify BOST TOC of rescue needs and medical emergencies.
- Remain at assembly area until excused by emergency personnel.
Power Failure
- Remain calm. Ensure visitor safety and collection security.
- Be cautious — fire, electrical, or mechanical conditions may have caused the outage.
- Notify Maintenance Division at (617) 242-5605.
- Direct everyone to a window-lit area, or evacuate via stairwells if danger exists.
- Search the building for anyone trapped — only if you can safely do so.
- When power is restored, check for safety and security issues before allowing reentry.
Burglary / Theft / Vandalism
- Remain calm. Notify BOST TOC at 617-242-5678 if burglary is In Progress.
- Remove yourself and others from the area. Restrict access — this is a crime scene.
- Do not investigate. Do not touch or move anything.
- Be aware of suspicious persons or activity around you.
- Focus on obtaining a description and direction of travel of the suspect.
- Collect contact information from any witnesses who cannot wait for Law Enforcement.
- Wait for Law Enforcement and assist as needed.
Bombing or Explosion
- Take cover under a desk or table, away from windows.
- Stay protected until debris stops falling.
- Exit the building as soon as conditions permit.
- Move to a safe area at least 300 feet from the affected building.
- Notify BOST TOC at 617-242-5678 from a safe area — provide location and rescue needs.
- Do not re-enter a building for any reason.
- Render assistance to others — but do not risk your safety.
- Restrict access to the area.
Sheltering in Place
- Remain within the building. Ask visitors to stay — not leave.
- Select a "Safe Room" of adequate size. An interior room with access to water is best.
- If possible, have a telephone, AM/FM radio or TV, and Park radio with you.
- Notify BOST TOC at 617-242-5678 with your location, situation, and names of those with you.
- Close all windows and doors. Close shades/blinds if a chance of explosion exists.
- Seal windows, doors, and vents with duct tape and plastic if available.
- Turn off any air circulating systems in the building.
- Monitor radio or TV broadcasts.
- Stay sheltered until told it is safe to evacuate by emergency personnel.
Suspicious Package / Object / UXO
- Restrict access to the area and isolate the object.
- Evacuate everyone from the area and/or building.
- Move at least 300 feet BEFORE using a park radio or cell phone.
- Notify BOST TOC at 617-242-5678 and provide details.
- Maintain a 300-foot safety zone from the object. Keep everyone away.
- Assist responding emergency personnel as requested.
- Package or object that appears unusual and/or out of place
- Device attached to compressed gas cylinder, flammable liquid container, or other chemical container (dirty bombs)
- Oversized package with oily stain, odd odor, excessive postage, protruding wires, no return address, etc.
Fire
- Remain calm. Activate the nearest pull station or fire alarm.
- Notify BOST TOC at 617-242-5678 immediately.
- Evacuate the building — close all doors, do not lock. Do not use elevators.
- Do not re-enter the building or work area once you have exited.
- Assemble at least 300 feet from the building (see SOP #016).
- Account for all coworkers and visitors. Report trapped persons.
- Remain at assembly area until excused by emergency personnel.
Fight the fire ONLY IF all of the following are true:
- You are trained and equipped to do so
- A portable fire extinguisher is nearby and it matches the type of fire
- You know how to use it and feel confident you can safely fight the fire
- There is a clear, safe, smoke-free path of escape behind you
Disorderly Person
- Remain calm. Assess ability to safely manage the situation. If not, ask for Law Enforcement.
- Safety first — respond only within your comfort level. Be courteous, patient, and respectful. Do not physically interfere with a violent person.
- Ask the person to leave.
- If non-compliant: notify BOST TOC at 617-242-5678, move others away, maintain safe distance and observe until LE arrives.
Security Alarm Activation
- Immediately notify BOST TOC at 617-242-5678 — give your name and location.
- If you cannot silence the alarm, DO NOT LEAVE.
- Wait for Law Enforcement Officials to arrive outside the building entrance.
- Remain calm but alert to conditions and suspicious activity.
- Notify BOST TOC at 617-242-5678 of the alarm and any suspicious activity.
- Wait for Law Enforcement Officials outside the building entrance. Restrict entry.
Hazardous Material Incident
- Do not take risks. Do not handle the material or attempt to clean the area. Treat all bodily fluids as hazardous.
- Think before you act — chemical accidents can endanger those attempting to provide aid.
- Identify the material only if you can safely do so.
- Move away — stay upwind and/or uphill.
- Extinguish all ignition sources if possible.
- Remain calm and await assistance. Restrict access to the area.
- Notify BOST TOC at 617-242-5678 immediately. Report injured persons and physical symptoms.
- Follow all instructions from trained emergency responders.
- Remove contaminated clothing. Seal in a plastic bag or closed receptacle.
- Wash exposed body parts with copious amounts of water.
- Seek immediate medical attention.
- Hazardous material placards, marked containers, or labels at the scene
- Smells or liquids causing eye, skin, or nose irritation
- People showing signs of exposure to a toxic material
Severe Weather
- Stay informed on daily forecasts and developing weather.
- Watch — conditions are favorable for severe weather formation.
- Warning — severe weather is imminent or occurring.
- Monitor conditions via radio and television broadcasts.
- Evacuate the top floors. Avoid windows, doors, and exterior walls.
- Go inside a building — preferably a cellar or basement, underground excavation, or steel-framed/concrete building (unless flooding).
- If flooding threatens, turn off electricity at the main breaker.
- Sit in an interior hallway on a lower floor; if no lower level, take cover under heavy furniture in the building's center.
- Stay inside with doors and windows shut. DO NOT go outside.
- Stay clear of electrical equipment. Remain sheltered until the warning is officially lifted.
- Outside: Do not stay in open spaces or under tall objects. Move to a building or vehicle.
- Outside, no shelter: If in a group, spread out (several yards apart). Avoid water. Crouch down, feet together, head tucked.
Medical Emergency
- Notify BOST TOC at 617-242-5678 for any serious injury or illness.
- Be calm and reassure the patient.
- Provide aid based on your level of training and certifications.
- Do not leave patient alone if possible. Send others for help or equipment.
- Ensure medical assistance is en route.
- Provide patient privacy — move others away from the treatment area.
- Assist medical personnel upon arrival. Provide patient information and nature of accident/illness.
- Remain with patient unless excused by medical personnel or authorities.
- Only NPS staff or those trained in CPR, AED, or First Aid can provide medical attention.
- Familiarize yourself with the location of First Aid equipment and AEDs.
- Do not move a seriously injured person unless they are at serious risk, or you cannot treat them without moving them.
- Never administer First Aid without patient consent. For life-threatening situations involving a child or unconscious person with no guardian, use implied consent.
- Do not give an injured person anything to eat or drink.
Motor Vehicle Crash (GOV Vehicle)
- Inside or outside the Park: Notify BOST TOC at 617-242-5678.
- Provide the dispatcher with the location and information about any injuries.
- Stay calm. Do not move injured persons unless they face greater danger by staying put.
- When possible, move vehicles out of the way of traffic.
- NPoB vehicles are insured directly by the Federal Government.
- In the glove box of every park vehicle is a manila envelope with the insurance card and post-accident reporting forms (Standard Form 91 & Optional Form 26).
- After forms are completed, send copies to the US Park Ranger investigating the accident and enter the accident into SMIS.
Active Shooter
Quickly determine the most reasonable way to protect your own life. Visitors are more likely to follow the lead of employees.
- Evacuate regardless of whether others agree to follow.
- Leave your belongings behind.
- Prevent individuals from entering where there is an active threat.
- Call BOST TOC at 617-242-5678.
- Hide in an area out of the active shooter's view.
- Block entry to your hiding place and lock the doors.
- Silence your cell phone and turn off any noise source.
- Attempt to incapacitate the active shooter. Commit to your actions.
- Act with physical aggression and throw items at the shooter.
- Remain calm. Follow officer's instructions immediately.
- Raise hands and spread fingers — keep hands visible at all times.
- Avoid quick movements, pointing, and loud noises.
- Do not question officers; proceed with their directions.
- Location of shooter
- Number of shooters, if more than one
- Physical description of shooter(s)
- Number and type of weapons held by shooter(s)
- Number of potential victims at the location
Alert your supervisor if a current or former employee exhibits:
- Increased use of alcohol and/or illegal drugs
- Unexplained increase in absenteeism; vague physical complaints
- Depression or withdrawal
- Severe mood swings or unstable/emotional responses
- Increasingly talks of problems at home
- Unsolicited comments about violence, firearms, or other dangerous weapons
